I have a bachelor's of civil engineering and 12 years of experience in construction industry. First time I've applied for a computer programming advanced diploma (yeah I know)and now I'm applying for a post graduate certificate in construction project management.

Have you been doing any construction management during your12 yearsof work? Does the program involve a lot of content that is specific to Canada? If so that would cause a potential problem because you need to convince a IRCC that the degree will lead to career advancement in your home country.
Yeah, for the most of 12 years I have been working as a chief which is a low level construction management title. My purpose is to advance to a higher management position.
