We are about to apply outland spousal PR application (online). My husband has recently changed his job and is about to move to new city by the end of next month. We are planning to apply by mid of next month with the present address as we have already got very much delayed hence we are not waiting more for new address. Can anyone suggest that how do we intimate IRCC for the changed address? And what would be the impact of this change?

You may find it easier to just apply with the new address, even if not fully moved in there. Or just delay sending. Up to you, you can see it could be a bit confusing depending on some aspects of your file - but if you already have the residential address, perhaps not much of one (such as identification provided to IRCC). (Assume no change of province, esp to or from Quebec?)
Key thing: main thing is to make sure email address is accurate. There's very little that's done by post anyway. But yes, official residential address does have some relevance.
