My wife and I got married in Feb 2017. We are right now in the process of applying for PR. Had a question about PCC. She has her home address listed in her Passport but now she is living at my parents' residence till the PR gets approved. We are using the same address (my parents' address) in the PR application. The PCC has to be applied at the local district police station. Will she need to apply for PCC at her own hometown or she can apply in my parents' city itself?

I think it should be okay. I assume the issue date of the passport will be before your marriage, and she moved to your parent's house after you got married (after she got the passport). Then the change in address should be okay. I even think it is a better case that your wife lives with your parents now which supports the genuiinity of your marriage.
She can apply from your city, I would say.
