You have to find out about changing your name in the province where you live, do it and when you apply for PR, send immigration the name change papers. In the meantime, you can send for a new passport with your new/old name so when you apply for PR, it all matches.
Philippines does NOT recognize Divorce until You are already a Foriegn Citizen,So as far as they are concerned as long as you are Filipino,You are still married to your partner,So Whats the basis to change your name if you are considered stil married to the guy in their eyes.He can actually charge you with adultery when you return to the Philippines for a visit

Basically Canada will recognize the Divorce,But as long as She is Pinay,She is considered Married,There is no divorce in the Philippines. So Her Divorce will be recognized when she becomes Canadian
