Chances to get PNP invitation with the following profile

Hey guys,

The following question is for my friend.

Situation:
He and his wife have CRS score of 432 combined and are planning to apply for Express entry under FSW.
He has 8+ years of experience in IT field.
The cutoff so far I have observed is around 470 ish
This seems like the chances are slim for PR invitation

Question:
Is that any chance we can receive PNP invitation from any province?
Or what is the possibility of us in getting PR invitation with the the cut off being high?

PNP for oinp has cut off which starts @ 467 and goes to 455, depending on the draw size. I expect a draw in January.
