Chances of Visa - PhD Applicant

Hi,

Previously, I applied with a fully-funded master's scholarship of $30K CAD, and my visa was refused. I have already completed my master's.

The reasons for refusal in GCMS notes were: Second Master, Financial, Single, mobile and Independent.

I will apply again with the Fully-Funded Ph.D. of $30K CAD. What are the chances of my visa acceptance?

Documents:
Bank Statement: 19k CAD
Property valuation: 150,000 CAD
Gift Deed of Property: from mother worth 100,000 CAD
Letter of Support by the supervisor especially for a study permit
Job experience letter from the march and still doing the job.
Letter of support from brother.
Other education documents, CV, 3 Publications, etc

I think you will prevail this time. Why "second master" will be a reason of your refusal?

Do add a letter of scholarship (which states that the amount will be used to cover your tuition fee)

I did not know, maybe I haven't explained it well. Chinook was used, maybe they have not reviewed my application completely.

Yes, I added it last time and will add it this time too.
