what are the chances of getting into collage for PG diploma with 40-49 % for degree?

When somebody asks for "the chances", nobody can give an exact figure.

For admission to schools, it largely depends on the pool of applicants. But when you didn't even make it to pass, I doubt there're would be any colleges/unis that would admit you. In fact, each school has on its website the admission requirements. Check them out before asking.

I’m sorry, but with a 3rd honours classification I don’t think many schools would consider your application.
