Hello,
What are the chances of an applicant to be issued a visa after the Medical and Background checks are completed and are passed. Is there still a chance that the visa officer refuse the application even after you pay the RPR fee, complete required documents and you passed medical and background checks or it is pretty much guaranteed visa?
Just wanted to know if someone has negative experience like this or knows someone who had/

I see no reason why an IO might refuse an application at this stage. The only exception is if they find out any mispresentation or fraud in the application.
So that means it is pretty much done deal when the Medical results and background comes fine, the visa is pretty much guaranteed. I was under the impression that the IO can still decide until they send you the PPR - whatever she/he wants because they have full discretion and power, however they need to have a good reason for refusal for the applicant.

Do you think there might be any discrimination on the part of the officer processing the application? Isn't the officer the one who has the last word on your application? That is something that makes one has some fear when thinking of it that way. But what gives me relief is the thought that all Canadians come from every part of he world and they all are equal, and Canada is the land of who ever wants to build it and build his future so they should know that immigrants are the next powerful generation who builds up this country and fill up this huge emptiness in Canada. If the application is OK, then you are OK.

I was actually trying to determine or just guessing that how they work this process of issuing the visa;
1) Do they decide on the applicant when they send the medicals request plus ask for RPRF that they will issue the visa given if all goes well in medicals and background checks of course?
OR
2) They still in the process of deciding even if they receive all reports in applicant's favor and make a final decision based on final review?
3) Isn't the decision making process is pretty much over at IA stage and only thing left between you and visa is your medical and background checks or any fraud which is inclusive in background check?
Which one is true, 1 and 3 - only 2 or all

That is pretty much the same dilemma we are in. We are Quebec selected Applicants. All our documents were filed in at the Hongkong office where the selection was made without an interview. We got the selection just based on our documents. We were asked to file for PR visa at Beijing visa office. We did that, and it took 5 months for them to finalise our case after doing background checks and after looking at our Medicals. On the 20th of march we wrote to the Embassy trying to find out our status coz their website wasn't working. They replied ,they had received all the documents they needed and that our application had been forwarded to a visa officer for final review.2 weeks later, we found out that our status online had changed to "finalised" so we even thought by seeing finalised they had probably issued the visas. but from the look of things,the visas had not been issued at that point. So, right now we are still wondering about which criterial they will use to refuse us visas. Also, by them saying our application was forwarded to a visa officer for final review kept us wondering even more . So we really don't know how these pple work.
In my opinion, I think everything , every single detail in your application determines its success. What if the medical is ok but your background check turns out to be wrong, or the opposite, what if your documents show weaknesses in some areas, I think all steps are pretty important and they complete each other in making a complete final recipe. That is why the officer makes you feel as if your application is not complete or acceptable until the last moment when he finally asks you to get the passport . It is at that point only that we know our application has been complete in every aspect and all was ok.

If a person misrepresents his situation in a previous application and that application refused not on the basis of that situation but due to some other reason and if that person apply again, shall the visa office reopen the previous case and can visa office again refuse this application on the basis of previous misrepresentation?
With a file no. visa office can trace a file of his or her brother whic is in process at the same visa office? both applied in same category but with different file no.?
I believe if the application was refused because of some other reason and not misrepresentation or fraud then they should not bring the previous application problem and its also depend on how long ago you applied if there was a restriction for the time period to re-apply.
It has nothing to do with an application of the brother, each application will be reviewed on individual basis, unless there is a tie of misrepresentation between two cases (applicants) then there might be a problem.

I agree, however they make us feel like that, my question was at what point they make a decision for themselves on an applicant?
I assume when they complete IA on your application that's when they already analyzed your documents and requested all necessary related documents and reviewed them except police reports (according to old rules) and medicals/background checks.
They do make us feel like nothing is approved until the end, but for them they already make up their mind if not made a decision that they will allow this applicant,
BUT will depend on his/her background check/PCC, as well as medicals - but we don't know this until PPR comes in. We, til the end kept on thinking what the heck will happen next.
They must have a decision making process and we can only assume that, I might be wrong.
The only confusing thing is the way they do the process now. At first they would only ask for your passport only when they are ready to give your visa. But now it is different, they ask for medicals and pasports at the same time. My greatest question is ,
can they continue to keep one's passport for almost a month when they will refuse you a visa???????????
