Visa success is based on complete application package, covering every part of it.

If this is true, that is another reason why CAIPS notes are unnecessary. There are three reasons why a student visa application is incomplete:

1) The studies aren't appropriate for the applicant's profile. Do you have a masters degree, and are applying for a silly certificate? Are you applying for a technical program with no background? Have you gotten a bachelor degree in Sanskrit but want to study Video Game Marketing in Newfoundland? Canada is not the place for you to begin your career change.

2) You don't have any ties to your own country, or worse, you have strong ties to Canada (relatives who have already immigrated). Good luck, nothing to do here -- make your statement of purpose as strong as you can, and don't swear up and down that you've never thought about staying in Canada.

3) You don't have enough money. Nothing will fix this.

Why pay 40 dollars to find out what the visa officer thought? They thought one or more of these things, and from your application it should be obvious.
