My brother got ielts result today with overall 6 band(L-6.5,R-6,S-5.5,W-5)
His academic details are below:-
+2-7.0 cgpa(commerce stream)
10th- 8.0 cgpa
Please suggest me asap
I wanna ask chances about his visa
I just wanna know that which college is best to secure visa

Its not just about college but what course does your brother want to take, does it map to current qualification/experience, what are his career objectives for his home country once the course has completed , can he afford at least the first year expenses of approx 15-18k CDN course fees plus 10k CDN living. Colleges generally accept most international students given the fees they bring but the college acceptance as you can read with other posts here is just one part of the application and is not a guarantee of a visa over the other considerations.

Ask him to improve his IELTS score. Why to take risk over a simple test. Good Luck.

I would strongly recommend you to DO NOT APPLY with Ielts writing 5 , kindly reappear in IELTS, and get at least 6 with minimum 5.5 ,,

He should re-write IELTS at score at least 5.5 in each of the four categories.

My Brother had similar situation as your's, he recently graduated 12th in non-medical stream from CBSE board. His ielts score is same as your brother.

I'm not sure if you are aware of this or not but few universities accept candidates without ielts (only for undergraduate degree though) if applicant has 80% marks in English for Grade 10 and 12 (my brother had 92 in 10th, 89 in 11th and 78 in 12th in English course). You can check this policy with the school you are applying for your brother.
