I am a certified Engineering technologist. Certified by Ontario Association of Certified Engineering Technician and Technologist. Would I be able to use this as Certification of Qualification Under CEC Express Entry?

Longer answer - the COQ question is intended for Federal Skilled Trades (plumber, mechanic, etc.). However, the system at this time does not distinguish between FST and other skilled occupations, so everyone has to answer the question.
This is not a bad thing in your case, because your occupation is regulated, at least in Ontario (not sure about other provinces, or where you are located, just sayin'). And people who work in regulated occupations also have to prove they meet the regulatory requirements. So yes, you can use the date that you were first certified.
However, you should also understand that if you claim Canadian work experience in that occupation, it will only "count" if the experience is gained AFTER you were certified.
