Certificate of service does it mean the same thing as job reference letter.

I have two questions: (1) I have a certificate of service which was given to me by my former company as of the time i resigned my appointment. Can this be used as job reference letter. (2) Is it a condition that one must has 13,801CAD for two in ones bank account before the visa would be stamped in FSW category as a proof of fund.

NO,You can not use that as a job reference letter, but, YES, as a proof of employment. You also require to obtain up to date reference letters from your past and current employers.

POF: Yes. It is a mandatory requirement. The amount you mentioned must also have been maintained in your account for at least three months or more.
