Certificate of Non-Impediment For Marrying abroad...HELP PLEASE

Dear All,

I have a few concerns and questions regarding this Certificate of Non-Impediment For Marrying abroad or statement:

When i was in Afghanistan in 2013 I was in a relation with a guy and then I moved to Canada on 2014 and we were in contact with each other everyday, and finally we got engaged with the blessings of our parents and siblings and since I can not go back to Afghanistan, we both planned to get married in any 3rd countries.

2- DO we need to have this single certificate?
3- We were single that we got engaged in 2016, we needed this certificate that time , before we get in to a legal relationship, right?

I do not know why I need it now?
Please if anyone has gone through help me please and share your experience please please...

You have to see what the requirements are in the country where you are going to bet married in. Some countries are okay with just an affidavit saying that you are single. Legalized from the embassy/consulate of that country in Canada, of course. You will probably need more than just that to get married in any country.
Do the homework and first figure out what you need specifically for the country where the ceremony will be held.

The legal requirements for Registration of Marriages of Foreign Nationals in Sri Lanka are very straightforward.
You are required to produce the following documents to the Divisional/District Registrar of the area where your marriage would take place:

 Birth Certificates
 Passports of both persons.
 An affidavit signed by a solicitor/statutory declaration to confirm who you are and your present status (un-Married).
 If divorced, a decree absolute.
 If widowed, the death certificate of your late spouse and your previous marriage certificate.
 If you have changed your name, a deed poll (including divorcees who have reverted to their maiden names).
 If adopted, an adoption certificate.
 If under 18 years of age, evidence of parental consent in the form of a statutory declaration.

All documents must be in English in case of foreign nationals and you must have been in Sri Lanka for at least four working days before the wedding can take place to allow time for completion of all paper work. (the exact length of time may vary).

There you go, that is all you need. As far as I know, you really just need what you found in that list. In our case, my wife (Canadian) didn't need that certificate, an affidavit stating she was single was enough. We got married in Colombia.

I read it in many websites and have been asking a lot of people and legal offices. They are saying That Canada will not provide the certificate.
But you can get a statement instead.
