certificate course

Incase of education, there are so many different levels and every level fetches more points. There is a Bachelors degree , then there is masters . In between these two there is another option of " two or more certificates , diplomas or degrees .One must be a program of three years or more " .
My question is , i have a four years bachelors degree , WES approved , and i have recently done a six month certificate course from an open university .
Can this certificate be considered ? or the certificate course has to be of minimum one year ?
