I was of the opinion with a PR you can travel to any province post getting the PR however to enter Quebec it seems you need to have a Certificat de sélection du Québec (CSQ – Québec selection certificate).
Please help me with the below doubts,
1) do you have to make a landing to the place you mentioned in your application / the place thats mentioned on the COPR.
2) whats the process for CSQ. can / should i still apply for one. is it only for quebec pnp?
You require a CSQ, if you want to immigrate and stay in Quebec.
You apply for a CSQ first which also requires a French languag test. Then, once you have the CSQ, you can apply for permanent residence in Quebec.
Express Entry only covers all other provinces except Quebec. Quebec has its own immigration process.
