Cerb confusion for temporary residents stuck in india

Hello everyone
I am on open work permit in canada and applied for permanent residency through paper based nomination (NWT) i also got my file number and my biometrics are done too so i went on vacation in india for a month i was supposed to be back on april 7 so I don’t know how long will it take bcz i got rent, auto loan & insurance to pay so am I eligible for cerb?
one of my friend is also in india he applied for it and he got it !!
Should i also apply for it?

This is the official link from the Finance Board regarding the CERB. The Government will expect repayment for funds paid out to those receiving when ineligible, however there’s no penalty or jail time

There is no such penalty for CERB claims. There is a 225% penalty for fraudulent wage subsidy claims.

Tax residency does not mean that you qualify for CERB.

Everyone who applies gets it and CRA will ask for repayment if you didn’t qualify.
