This is my understanding, I just need to know whether I am right or wrong.

One can still apply for CERB if they are only making below or $1000 a month, and it applies the same for the first 14 days of Phase 1.

Am I right or wrong.
 
Only if you lost your job due to COVID-19.
If your employer does not lay you off but gives you fewer hours of work or an unpaid leave for at least 14 consecutive days during a four-week period you may qualify for the Canada Emergency Response Benefit (CERB). from cupe.ca

Before covid, did you always earn more than 1000? Or did your hours get reduced because of Covid?
