Centralized Intake officea address with details

Hi,

I have mailed(courier) out my package to CIO office with just CIO address and it is received by a person named donnie.

Centralized intake office
49 Dorchester Street
Sydney, NS
B1P 5Z2
Canada

Does it compulsory to write the NOC category along with the CIO Address on the package?
Does any of others package received by donnie?

they advised to do that . but I think it would not be a problem
