Hi:

I would like to apply for PR under CEC category. I gave CELPIP twice and both the time I got low score in speaking.

1st time:
Reading:5H
Listening:5H
Speaking:3H
Writing:5L


1st time:
Reading:5H
Listening:5H
Speaking:3H
Writing:4H

Hence I gave IELTS, where I got low score in Listening.

IELTS score:
Reading:7
Listening:5.5
Speaking:7
Writing:7

Now I am tired of re-writing the any of these exams. Is it possible to apply using both the results? In CELPIP speaking is less, where as in IELTS it is good. I know it might be strange question. Anybody has any experience?

No, you can't combine language test results. At least I've never heard of a case where someone tried that and was successful.
