I just spoke to a friend in Toronto who did his masters there and is on an open work permit he got when he graduated and applied for CEC in November but his app was returned. What are the KEY differences between CEC and FSWP under the express entry. Will he have to show settlement funds under FSWP? He has a job already and an apartment etc. Would his employer have to get an LMIA for him to go under CEC?

The FSW and CEC programs did not change very much at all, in general they are the same. The only difference is the new pre-screening tool called Express Entry, which has its own criteria, and now FSW and CEC applicants are pretty much in the same "pool."
An LMIA is not required under EE, FSW, or CEC. However, an LMIA and an offer of permanent employment ("arranged employment") gets an extra 600 points for EE eligibility. CIC is already giving Invitiations to Apply to people with EE scores in the 400s (no LMIA), so obviously it is not essential to succeed under EE.
