Hi, I have a question about the CEC cap under the current system and want to know if anyone can provide advice or is in the same boat. I see from the Trackitt CEC tracker spreadsheets that CEC appear to be processing applications (or at any rate charging credit cards) over two months after they are delivered, presumably meaning there is a large stockpile of applications that they are taking a long time to get to.

Since I cannot send my application in until the start of November, it’s likely CIC won’t get to it until early next year. My question is this: when Express Entry launches in January 2015, do people think that CIC are going to immediately stop processing applications received under the old system, regardless of whether the cap has been reached? If so that’s going to pretty much rule out anyone who applies from November onwards, or earlier if they keep processing CECs at the rate they’re currently doing. I hope this will not be the case but the language is ambiguous on the CIC website regarding the new system, and does seem to imply they’re not going to process any more applications under the old system beginning in January (even if this is due to their own inability to cope with the volume of applications received).

Any thoughts/opinions are appreciated!
 
You can send your application even of December last week as, long as the post man delivers it before Dec 31, you are safe. Even, if you get AOR in Feb 2015, you will still be processed as per old system.

One caveat is that, if you try to send appln by nov or dec, be sure it is complete in all the sense. If it is incomplete, then they will return it and you would have already entered Jan 2015.
 
The date that CIC receives your application is its "lock-in" date, and it will be processed under the rules in effect at that time.

But as bc123 pointed out tho, if your application is deemed incomplete and returned to you after Dec 30, then you would have to resubmit under the new rules...
