I have just received my COPR. I'm currently working in Montreal and applied for the CEC. I have full intentions of moving to toronto as i am currently heavily applying for jobs and interviewing. During my application process i wrote a detailed letter outlining my family and friends in Toronto, my current efforts to look for my job and my reasons for intending to reside outside Quebec.
Has anyone been in a similar situation? I was planning to land in Toronto and provide my uncle's address for the PR delivery and tell them i'm currently looking for a job. However, I still have a quebec driving license. And if asked, i am currently working in Montreal.

Congrats on your COPR, I am in a similar situation. I applied EE under CEC class from Quebec and waiting for decision now.
You can land at any other port of entry other than Quebec and give a non Quebec address to send PR card just to be safe, because If you enter in Quebec, they will ask CSQ.

I personally do not know of anyone. But many in this forum have done so. Just go thru the forums. Once you are granted a PR, you are free to work and live anywhere in Canada including Quebec according to this:
Living in Quebec might have its own quirks regarding schooling of your kids in English or getting a health card in Quebec. I am not sure about these though.
