i will suggest to apply for one, as no one can tell when you will be getting your PR, if you are lucky might get in 2 months or maybe in 6 months so just to be on the safe side apply.

I would recommend you to apply too. CEC does get processed quickly based on the ITAs issued so far. That being said, we've also seen CIC rejecting applications by mistake, applicants forgetting to attach important documents and CIC taking forever to process applications (mainly due to background checks).
Applying for a BOWP will keep you in the safe side. If CIC takes forever to process your application, you can still be able to renew your OHIP using the BOWP (assuming your still working).
