What does this imply?
Somebody who is working full time for 37.5 hrs every week completes his 1560 hrs in 42 weeks i.e. 10-11 months. So he can apply for CEC after completing his hours or he is only elgible to apply after completing 12 months in full time in NOC 0, A, B.

I would love to agree to you but with my own experiences and after reading other topics on this forum I realize that the call center agents tend to have their own answers. They are not professionally trained and often don't come up with consistent and definite answers.
EE is misleading in thus case. If you enter September 2013 to Aug 2014 it shows you are eligible and take 12 months count but if somehow dates are considered like 4tb sept to Aug 31. Then we have real issue which is system fault.
