My friend worked in canada for 1-year(completd in 2013) on ICT-visa (Intra company transfer).After working in Canada for about 1 year , he moved back to India as his project got over in Canada.In this regards,Can you please advise one the following questions.
1) Is he eligible to apply for PR under CEC?
2)If he is eligible,Does he needs to produce Employment reference letters even in this case?He has got his Tax Assessement and T4 , Pay stubs etc handy but do not have any employment reference letters.

1. Along with the T4, Paystubs........Employment letters are crucial and very important documents in your application, The chances of rejection without the employment reference letter are 99.99%
I'll Advise your friend to contact his managers/supervisors on this.
- He may be eligible. Minimum requirements is 12 months of Canadian Full Time Work Experience of at least 30 Hours Per Week (That is 30 x 52 Weeks) at NOC Skill Level O, A and B (Please read about the 6 NOCs that are no longer eligible).

- Employment Reference letter is mandatory and T4s and NOA are the supporting documents to the employment reference.
As your friend was on ICT, is he still working for the same company right now? If yes, then that'd be easy.
If not, then he needs to start reaching out to his employer here in Canada.
