My friend have two years of Canadian Experience as Software Developer (NOC A) and 1.5 years foreign experience (NOC C) as Accounting Clerk. He is eligible for CEC, and is there any issue due to the NOC C foreign experience?
The foreign work experience is irrelevant. He won't get any extra points for it, so I wouldn't even bother mentioning it, other than in the 10 year history section.
He is claiming it in work history. So, it is relevant.
since its NOC C, its not worth anything. He shouldn't include it in work history, only in personal history once he receives an ITA

Foreign experience is not valid for CEC
NOC C experience is not valid for CEC.
Perhaps is OK for FST

Foreign work experience is valid for CEC. I revived 30 an extra points for 18 months in a category B job.
You just need to have your year experience in Canada first to be eligible.

Foreign experince is not valid to meet CEC eligibility, however could provide some points for EE.
Minimum 1 year (or equivalent partial time) valid job on NOC 0, A or B is the eligibility criteria for CEC.
