You must be eligible for one of the 3, and then there is a separate draw for category based draw. So if you have a profile, you should be considered for a category draw.

To be eligible for an invitation through a category-based round, you must

• meet the minimum criteria for Express Entry, including being eligible for 1 of the 3 immigration programs it covers and
• meet all of the requirements in the instructions for that round

It is not clear about the stream. I assume to be invited separately as a category qualified candidate. Then are they using other 3 programs to only check my Express Entry eligibility. And, not fill immigration levels quota. As, we do not have any seprate quota for category based draw in immigration levels plan. I hope I am making sense. Thanks for the reply!
