I have valid US DL and i will be moving to quebec in Feb, i have state farm insurance here, so if i take a rental car during initial days whether US State farm is valid to drive in canada or i need to get local insurance from rental car agency.
I am aware i cannot get Canada insurance till i have canadian DL, i am planning to work out till that time ?

You should be looking at your State Farm policy and whether it will cover you for rental cars and whether it will be valid once you are no longer a US resident.

But as a back up plan if i rent a car till i get my canadian DL, there will be rental care insurance available there to purchase ? like we have in the US?

You can't buy it through a regular insurance agency. Through the rental agency but pretty pricey, maybe $20-30 a day, other option is check with your credit card company to see if they cover it, but make sure it will be covered for Canada.
