CAQ Photos Different than Passport Size?

The CAQ application form says the photo must be "passport format (35 mm x 45mm)" but passport photos are 51 mm x 51 mm. Which am I supposed to include? I got new passport photos taken for the application and I can cut them down, but I'm wondering if the 35 mm x 45 mm is still accurate?

35 mm x 45mm is the requirement and 80% should be your face, with clearly visible ears, and white background.

this is as per rules in india.

Cutting down is not a good idea, get new pictures according to the specification provided by CAQ authorities ...
