CAQ not delivered in India

Hello all,
I applied for my CAQ in September and received a CAQ approval letter after 10 days. They mentioned in my file online that the CAQ has been mailed to me but three months down the line I still haven't received it. Any ideas as to what can be done?
For ref, I am from India.

Have you mailed/ called the Quebec ministry?

i have called and i asked for a tracking number if possible,
but they said that i would have to wait as they dont provide any tracking
