Both parents have PR Cards can they apply for a child's travel document to bring the child to Canada ?

the child was born outside of Canada and visa was rejected??

Are you the person who posted about having a TRP for the and coming to Canada without sponsoring the child? Then you left. Your child already has had a TRP. One parent should go to Canada, stay in Canada and sponsor the child.

The only travel document available in this situation is either a TRV or a TRP. Those are the only options. There are no other options.
