I do understand that missing document is a very minor thing in the eye of an immigration officer and basically does not affect future travel/application. But I am asking for a broader sense that if I have to fill in forms in the future which asks "have you ever been rejected visa application?"
I tend to believe it is cancelled instead of refuse. The reason is that IRCC gives a list of possible final decisions (see below)
And my decision is clearly "cancelled" instead of "refusal" (see below)
I think this is pretty clear, but I will ask Web Form about this.

cancelled.
refuse and cancelled are two different things
