A couple of days after submitting I receive this message saying that my application got canceled because of it being incomplete as follows:
"Specifically, your application does not include the following elements:
- Police Certificate: o The letter of explanation regarding the Police Certificate from USA you have provided with your application, has been reviewed, however, with the absence of proof of submission of a complete application for that Police Certificate, we are unable to determine that you made your best efforts to obtain the required document.
Note: A full review of your application was not performed. There may be other elements, not identified above, which may also be missing or incomplete."
But I have provided the FBI certificate that I got for me and my spouse and checked it as well.
Has anyone faced this before?
I don't know what to do next

That's a bit confusing, considering that the refusal reason seems to indicate that you supplied a letter of explanation suggesting that you had applied for a police certificate and hadn't actually supplied one.
This may be a case where an email to the visa office requesting reconsideration may help, along with proof that the report from the FBI is what you actually submitted.

It was a mistake on my side
I mislabeled a document as summary identification and submitted it I believe.
what are my options now?
Shall I go ahead and ask for reconsideration?
What are the chances that they will reconsider?
Or should I resubmit the whole application again and wait for ITA first and then resubmit application?

Does one time cancellation effects and lowers your chances of getting PR?
If I am resubmitting can I resubmit the same police verification that I received?
