After 1 month we submitted CEC application for PR, we got a message from CIC indicating our application was INcomplete and canceled our application. The reason was my spouse (main applicant) had Australian Police check certificate with “Name check” only. It was supposed to be Full license check but my spouse didn’t have driver license back then. We missed the info that we had to request a letter from Victoria road authority to verify she had never had the driver license in Australia.
However, the IRCC was so strict in my case. They should have given us a chance to submit the letter rather than canceling our application
Is there anyway that we can make a dispute to IRCC to reopen the application and we will supply the verification letter in a given time?
My friend had same situation.. and submitted new profile for EE and had to get new PCC according to IRCC requirements.
I'm not sure if you can dispute even if you do it might take way longer
If you have enough points just re-enter EE profile and hopefully you will get ITA

Based on experiences here, they won't reconsider and you need to reapply.
They are very strict with the PCC rules and it's an automatic refusal if the PCC doesn't meet requirements. Basically your application is considered as incomplete and incomplete applications are refused per their procedures.
I agree with the person above, I would focus your efforts on reapplying.
