Dear Madam/Sir
I am a British Citizen and am planning to move to Canada on a temporary work permit, my family who lives with me in UK are my wife, my mum and my two daughters. My mum is an Indian citizen with Indian Passport but has ‘Indefinite Leave to Remain’ in UK with us as I don’t have any relatives in India to look after us.
When I apply for my visa can I apply for my mum at the same time from UK?

Your question belongs in the Foreign Workers section of the application.
However to answer what you have asked: You cannot include your mother as a dependent in your application (you can only include your wife and children). If you wish your mother to accompany you, she can try applying for a visitor visa (temporary resident permit) that will allow her to visit Canada for a period of time. Even if the TRV is approved, it's unlikely your mother will be able to stay with you in Canada for the entire duration of your temporary work permit.
No - she doesn't qualify for a super visa. You would have to be either a Canadian citizen or permanent resident for her to qualify for the super visa.
She can apply for the tourist visa from the UK. She does not need to return to India. However she will have to show strong proof of ties to her home country and demonstrate that she has no plans on remaining in Canada long term.
