Hey... I am 17 years old and i will be of 18 on 28th of february 2020. I want to ask that can i apply for a study visa for canada before that for may intake. Also i have paid all my tution fee and completed all the formalities........

Yes - you can apply earlier. However if you apply before you turn 18, you will need to find someone willing to act as your guardian in Canada and include documents related to this in your application.
