Study permit applications for Singapore residents would normally take 4-8 weeks to process. But that was pre-pandemic. With COVID-19, they have different priorities so there's no accurate way of telling when you're gonna be able to get a decision.
But from the looks of those that got their study permits approved for Fall term, you'd probably have to wait around 3 months or so.
Hi, no intention to demotivate you however visa approval via Singapore office is taking ages. I applied on 3 March 2021 for Sep intake however I have still not received any update. My course has already started in Sep so I have deferred my course to next year. I have already raised numerous webforms to get an update, however no success

8 Sept 2021: BIL received
9 Sept 2021: Medical updated in the site
10 Sept 2021: Biometrics Given and updated on the site on the same day
Then no update till now, if it takes time I am planning to postpone my study plan for SEPT 2022 as well

The delay with the study permit application processing is general. Other applicants from most countries are experiencing the same mental frustration.
If your application has exceeded the estimated processing time, you should consider requesting your GCMS notes to help you understand why your application is tarrying. You can do so by following the link below.
