Canadian passport application - Can a reference be from USA?

As part of Canadian passport application,
I need to mention one guarantor and two references.

Can I mention a reference name(office colleague), who is based in USA, with H1B status? and has no residency status from Canada...

My reference is office colleague, who know me from last 5 years. He lives in EST timezone

If you read the requirements, they don't mention location nor nationality. If he fits the requirements in the link, then you are good to go.
