I have one year of Canadian work experience accumulated. However as of February 2017 that experience will be over 3 years ago, mid 1 year ago my work visa expired and I came back to India. Does that make me ineligible for CEC? Do I have to change my application to a Federal Skilled Worker?

that means exactly whats stated " have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply" means you are good to apply .
It means you have had to have had 1 year of Canadian work experience within the last 3 years.
For example:
Worked Jan 2014 - Jan 2015 within Jan 2014 - Jan 2017 is ok.
Worked December 2013 - December 2014, the work experience won't be CEC as of Jan 2017.
I was CEC and FSW. As of Dec 12th my work experience would be outside of the 3 year rule. Now I am not eligible for CEC.

If you have only 1 year of Canadian work experience, it means that the start date for your one year of experience cannot be more than 3 years old when you receive the ITA.
If your experience does "expire" before you get the ITA, you will then have to consider the eligibility requirements for FSW.
The only thing I was nervous about was the possibility of my CRS score changing. The fund amount that I have declared in my EE application is lower than the min of $12,164 that is needed as an FSW. If I transfer funds as a gift to in order to meet the min requirement and state that in my EE profile is that all I would need to do?
