the actual question is - his work experience for 1 year complete on 3 rd April and work permit expire on 17 April. so he cannot wait to 3rd April and apply for express entry. because draw need 2-3 week to pick up file.
can he submit express entry in march so his profile will pick up and he has enough time to apply for bridge work permit.
Or can he apply bridge work permit just on received eta?

He doesn't qualify for CEC based on the information you've provided. He will not have 1 year of work experience in Canada when his work permit expires in April. I don't see how he can successfully apply.

This is the problem with something like a 1 year IEC or 1 year PGWP. It's almost impossible to gain both the mandatory minimum of 1530 hours AND 1 year exactly of employment. People should NOT be aiming at getting only a single year PGWP, if they are intending to apply under CEC.

Of course, there is nothing wrong with getting the 1 year PGWP and completing a year of experience, leaving Canada, and applying from outside. A 1 year PGWP just requires an adjustment of expectations - you may not be able to remain in Canada while applying for PR, but if you are successful, you can return.

Nothing wrong with it but I would agree with zardoz that it is very difficult to actually get the one year of required work experience with only a one year PGWP. People bank on getting a skilled job right out of school and that just doesn't always happen. The success rate for gaining the work experience is higher for those with a longer PGWP.
