If I have a spouse living in an another country and would like to bring her on board, I know that I can add her as a dependent under TN Visa. But how can I sponsor her for her permanent residence? Yes, i believe you can. You would want to apply outland, there are questions in the application about where you are currently living. i believe you have to tell them your intentions are to live in canada once the PR is issued since there are rules for keeping the status.

You can apply for PR sponsorship while working in US on TN visa. You would have to show your intention on moving back to Canada. Having a TN visa helps you in that the visa has a 3 year expiry date and thus have to leave US before it expires. This is one way to show your intention of moving back and settling.
I worked in US on TN visa but because my wife is from a non-visa exempt country, we decided to take the inland approach. It is hard to justify starting our PR outland sponsorship and have to quit my decent paying job to move back to Canada with no job lined up by the time my wife gets her COPR to land in Canada. So I made a decision to wait until I land a job in Canada first before starting any PR sponsorship, inland or outland..
