As said above, generally there is no interview required unless IRCC has concerns about the relationship. If an interview is required, then it will be held in the country where the application is processed. In your wife's case, there's a decent chance this would be Pakistan since she has no status in the US
Assuming no interview is required, she will be able to get the visa stamp in the US.
Note that one her PR visa is approved and she leaves the US, she will be banned from reentering the US for 10 years.
I am trying to avoid an interview in Pakistan as that can be a lengthy process and given the current political conditions in Pakistan I dont feel safe my wife going to Pakistan for an interview.
