Can my mother file for me ? She is a citizen of Canada ,56 years of age. I am a 25 years, (Single) Can my mother file for me to live permanently in Canada ? I am not married neither do I have a common law partner .

How did your mother obtain citizenship? Did she obtain citizenship before or after you were born? It's possible you may qualify for citizenship by descent, but only if your mother was a citizen before you were born.

If you do not qualify for citizenship through your mother, it may be possible for her to sponsor you for PR provided she has no spouse / common law partner, no children in Canada, no other relatives in Canada and provided both of her parents are deceased.

My step brother who is from the same mother sponsored her and she got her citizenship firstly through permanent residence , my brothers schooled and now works in Canada and my mother is a citizen through my brother filing , now she is worried about me and wants me to live with her . I am 25, not married and she is developing another sickness because she wants me to be with her . Can she still file for me above 19

No - she cannot.

You cannot get citizenship through your mother since she obtained Canadian citizenship after your birth.

She also cannot sponsor you for PR since she already has family in Canada (your step brother).

If you wish to immigrate to Canada, you will have to qualify on your own through an economic immigration stream like Express Entry.

Agree with scylla.

You are young. You may want to explore options like express entry, PNP or even student pathway to be able to achieve your goal to live in Canada eventually. Go to the official website and research your options and maybe your mother (and half sibling?) will help you achieve the requirements for those instead.

If your mother was sponsored by your step-brother a few years back (since she already got her citizenship now), she could have included you as a dependent (if you were under 22 years old back then).

Now it's too late and you cannot be sponsored by her any more.

You can come to Canada on a study permit to study in Canada full time. This is an expensive option and you'll need to show a bank balance of $25,000 just to be approved. The studies you take in Canada will have to be full time and will need to make sense based on your previous education and work experience.

Depending on what country you are from, it's possible you may qualify for a working holiday visa. You'll need to tell us what passport you hold and where you are living.

Otherwise you will need to qualify for permanent residency on your own based on your work experience, level of education, language abilities, available funds to settle in Canada and other factors. I would recommend that you start by researching the Express Entry program to calculate how many points you have. Right now you need to have 440+ points to be selected for this program.
