We both are not Canadian parents, I gave birth in Canada, our kids are Canadian-born child.

For applying an open work permit,below is one of the terms of eligible applicant.
are a dependent family member of someone who applied for permanent residence

I wonder that if my kids study in Canada, can I apply Open working permit? If yes, how can I apply?

No. You are not the dependent of your child. The open work permit pilot is for the spouse/partner of a Canadian being sponsored inland.

Having a Canadian child does not give you any special paths to remain in Canada.

As said above - no, you cannot apply for an open work permit.

The above clause does not apply to you. Your child is a citizen - not someone who has applied for PR.

If you wish to work in Canada, you will need to qualify for a work permit on your own through the normal means (i.e. job offer and LMIA from an employer). No benefits for having a Canadian citizens child.

Having a Canadian citizen child is often believed to be a way "into Canada" for the parent(s). This is a MYTH.
There are no automatic immigration benefits to be gained by having a child in Canada. The parent(s) immigration status/eligibility remains unchanged.
 
Depending on whether you had status in Canada when giving birth to your children in Canada will also effect your ability to get a TRV. Work visa is not an option but even a visit may not be possible.
