Hello, My qualification is B.tech in Mechanical which was completed in 2014 with 68%. in 12th i have 50% in Non-medical stream in 2009, and in 10th 63% in 2007
My IELTS score is overall 6 with not band less than 5.5.
I applied for canada study visa in 2009 and i got refused.
Then in 2016 I applied for New Zealand study visa 2 times, i refused because of interview.
After that i started helping father in business.
Please tell me that that I can i apply for Canada study Visa or not?

so what reasons were given for refusal in 2009 as without that not sure anyone can comment. Being refused for NZ is not really that relevant.

The reason was,
You have not satisfied me that you will leave canada by the end of period authorized for your stay because:
1.You have not demonstrated that you or your parents have sufficient income and assets to justify for your proposed study.
2.previous studies,employment,level of establishment, other educational opportunities avaiaible in india or canada, language abilities, or your future prospectus and plans.

First, you need to apply at the school you want to study and after you get your LOA (Letter of Administration) you can apply for the visa. For the meantime while waiting for the LOA you may start collating the visa requirements except for the bank certs or statements.
