My Friend was living alone in India with two kids and her husband deserted her a year before. She is well educated and working as a Project Manager is a publishing company. She is planning to move to Canada.
Is there an option to apply for Canadian PR for her and the kids without a divorce certificate?

Without legal papers regarding this separation, she cannot apply for PR as a single applicant as her current legal status is Married. And if she applies with that status, she will have to provide medicals and PCC for the spouse in addition to higher POF.
Recommend that she initiate legal separation proceedings and build a case for CIC to consider waiving off these requirements in her case. She should consider getting legal and /or immigration assistance from ICCRC certified lawyers consultants in India.

At the least, Yes. You would need to conclusively prove (along with relevant legal documentation of full custody/joint custody, as applicale) that the former spouse (who is not a part of your application) is completely comfortable with the idea of having their kid(s) immigrating to another country along with you.
