1. Singapore has a long timeline, but citizens of Singapore itself usually get their applications processed much more quickly than the average. In addition, if your application is thorough and includes lots of proof your relationship is genuine, the waiting time will also be lower.
2. People from Singapore can enter Canada with an eTA; they don't need a visa. So you should be able to get the eTA and enter Canada. Once you and the children are in Canada, you can stay as visitors. You can apply to extend the stay about one month before whatever time limit the border agent gave.
3. Foreign children officially need a study permit to study in Canada, and will have to pay international fees, which are high. However, a few forum members have been able to enroll their children in school just by asking the principal of a neighborhood school if it was OK. If one said no, they would just go to another. This only seemed to work for elementary schools.
If you have lived with your fiance for 12 consecutive months, or will have by the time he lands in Canada, you and the children must be added to his current application.
Probably. You can enter Canada as a visitor; since you are from Singapore you don't need a visa. The border agent will give you a specific date to leave by - if he or she does not, you have 6 months. One month before this time expires, you can apply to extend your stay. Usually this extension is granted. You can keep applying to extend your stay until the PR visa is granted. If the extension is not granted, you will have to leave.

received the request documents, in the letter there were 30 days deadline to summit what they request,
after that we havent hear back from then, can you give me an idea about whats to expect please.
It is probably OK if you have already sent in everything they requested. You can order your GCMS notes to see what is going on, or contact your MP's office to see if they can help find out.
