You can modify express entry anytime until the point you receive and accept an ITA. Post that it's locked and can't be edited.
To answer your question, yes you can submit your profile with your current ielts score. When you get new ielts score if you believe they will increase your crs, you can edit and put in your new scores. There is no limit to the number of revisions you make to the EE till you get your ITA..
