canada immigration lawer / company outside

I have one question:

is there any rule or policy that, lawer, agency or company outside in Canada for immigration, consulting, job seeking for foreign nation need some kind of permit or license from Canada government or not. Please, let me know. greencard.az webpage asks 2000 USD to find them job arrange immigration. Lets help the poor people dont become victim of such organizations.

Canada has no control over agencies and consultants who are located outside of Canada.

If someone is asking for money in exchange for getting you a job then it's most likely a scam.
