The requirements for an ICT are pretty strict and seems doubtful a new employee in India could simply transfer straight away through an ICT to Canada.
There is an expectation that to qualify under specialised knowledge an applicant would need at least a year with the parent company to have gained that specialised knowledge about the parent company operation. Not a strict rule according the link but all same upto the company to present a convincing case to IRCC that an ICT candidate is a specialised knowledge individual key to the business in Canada
